Training and Education Division
The main task of the directorate is to conduct a competitive exam, along with
initial and further training for the public service, in order to prepare the public
administration corp to best serve the citizens at the central, regional and local
level. In addition, the directorate is expected to train the Hungarian public
service to fulfil the requirements derived from the membership in the European
Union and to raise the general quality of the service to an effective and professional
level.
Main activites
- Initial and further training of managers and members of public administration.
- Permanent training of regular staff members.
- Establishing and conducting the competitive exam of the public administration.
- Promoting distance learning supported by e-learning.
- Accreditation of training programs, instructors, trainers and examiners.
- Preparation and regular training of accredited instructors, trainers, examiners
and tutors taking part in the distance learning system.
- Development and release of education programs, and traditional and electronic
education materials.
- Development of methodology, monitoring and controlling activities.
- Domestic and international cooperation in the areas of public administration
education and life-long learning.
- Launching projects in order to implement tenders awarded for the development
of the public administration training system.

Human Resource Services and Selection Office
The directorate is entrusted with the task of providing HR services in accordance
with the reform of the Hungarian public sector and the strategic goals of the
government. To carry out this task, the directorate employs internationally accepted,
complex methodology to provide these services, in a highly professional and cost
efficient manner, to the recipients of these services at the central administration,
governmental offices and their regional authorities.
Main activities
- Implementing a professional selection system in order to increase the professional
quality of people recruited for public administration.
- Promoting HR techniques and methods, according to international standards used
in public administration and the private sector.
- Selecting managers of the central administration.
- Preparing a short list of qualified applicants for the central administration
unit, taking into consideration the competency tests results (AC).
- Operating the web site - www.kozigallas.gov.hu - where all the announced jobs for central and local public administration are
accessible*.
- Placing fellowship possibilities for young professionals on the KÖZIGÁLLÁS web
site.
- Supervising and monitoring the new performance evaluating system (TÉR) for public
administration.
- Participating in the establishment of the integrated IT system supporting HR
procedures of public administration.
- Contributing to the implementation of EU projects concerning HR development.

* Between January 1 and October 1 of 2008, approximately 22,000 tenders were
announced. 80 % of these jobs were released by institutions employing civil servants,
and 20 % of these jobs came from various bodies of public administration. The
number of registered private individuals is 17,000, and the institutions enlisted
exceed 6,200.
